As time goes on, the functional parameters of the base station, the azimuth and pitch angle of the antennas will change in the mobile network, which could lead the actual coverage area of the base station antennas deviate from the plan. That will affect the quality of communication directly. The optimization of traditional network always bases on OMC (Operations&Maintenance Center) alarm information to determine the problems. This paper focuses on the effects of antenna azimuth upon the network coverage. Then describe the effect on network caused by the deviation of antenna azimuth, the reason of the deviation, the methods of judging and verifying the antenna azimuth’s deviation. And propose a method to determine the antenna azimuth based on MR (Measurement Reports) data. According to analyzing the MR data sources and format, studying the mobile phone positioning algorithm and data raster, doing research on the shortest distance determined by planar random point, this paper designs the data flow among each parts in detail. Finally the paper programs on the basis of the above result and realizes the antenna azimuth’s determination system which is depended on the MR data. It also gets the value of combining with the actual optimization case to analyzing this method. This system can quickly determine the base station’s antenna azimuth through the field testing. In the actual network optimization, engineers can judge the problem of network coverage according to this system and improve the efficiency. During the survey of the whole network base station’s antenna performance, the system can reduce the workload greatly and this will be more targeted.
