| Since the reform and opening-up, the development of computer technology andnetwork technology were very fast in China. Electronic office of governmentdepartments received more and more attentions, and the state also puts forward newrequirements for the "e-government" project. With people’s growing habits to protecttheir legitimate rights and interests through legal means, courts, as the judicialapparatus, accept more and more cases. What’s more, fields of cases broaden, and thecomplexity of cases is more complex, which brings enormous pressure to judges.Because the number of judges can’t increase too fast, how to improve judges’ workefficiency is urgent to solve. It has been10years since court’s informatizationappeared, but the management information system which is available now is in orderto count judicial informations. And its tasks and processes are simple, and are mainlyin statistics and storage. This system has low efficiency and high error rate, and can’timprove judges’ work efficiency. Therefore, what courts need is the Court CasesManagement System that can improve judges’ work efficiency and general workingconditions.Nowadays, the development of Software Engineering，Database Technique，Network Technique provides strong support and guarantee for the design andimplementation of the system. The Court Cases Management System is an electroniccase handling software that is highly efficient and convenient. The system can help tointegrate each department’s resources, and improve the efficiency of handling cases.Firstly, this paper analyzes the system’s feasibility from four aspects—technology, law, society, operation. And the conclusion is that the system is feasible.Then this paper discusses the major working procedure of courts, including the worksteps and flow chart of each department. Last this paper analyzes and expounds thesystem’s requirement, the choice of technique, design, coding and testing. What’smore, the partition of module, the design of Database and some codes are also presented. The system’s functions include loading, putting on record, management ofcourts, adjudgement, filing and so on. It basically achieved all processes of handlingcases. This software is convenient, easy to operate, and has high interactivity. Staffsfrom different departments can use this system at the same time, which can reduce thetime of waiting for others.This paper develops the software by VS2012, MYSQL and RUP. And thesoftware is Client/Server. RUP can provide task framework and work steps. Aftercoding with C++, the test of function and performance are carried out, and thesoftware is improved according to the problems found. Believe that the emergence ofthis system can improve the efficiency of the court staff. |
