In addition to the cause of the profit model, in practice, traditional book distribution enterprise in the management of human resource management in particular did not keep pace with The Times, old administrative, family-based management model is still dominant, institutional serious lack, the book publish enterprise human resources are scarce, not good to human capital, human resources organization efficiency is low, it is difficult to improve competition ability, greatly limits the development of book distribution industry. Book distribution enterprise is faced with a series of difficulties in the field of human resource management, if cannot effectively solve these problems, will cause the decay of the whole industry.In practice, we can find in the field of academic research, a number of studies, according to the results of the organization’s human resources can become the important source of enterprise competitive advantage (Wright&as e. j. McMahan,1992; Collins&Clark,2003; Bassi&McMurrer,2004). Domestic scholars XiaoMingzheng (2001) study also showed that the competitiveness of the enterprises and the relationship between organizational effectiveness is very close, investigate its cause is in human resources management into the ability of human capital. Human resources into human capital in the middle, however, must through the organization of the optimal allocation of human resources. Zhang Mingyu (2005) put forward the steps to solve the problem. He believed that the organization’s human resources to help enterprises to gain competitive advantage in the process, there are two steps to essential:one is the human capital, the other is the screening of human resources optimization configuration for the heterogeneity of human capital; The other one is optimized to improve organizational effectiveness by the organization of the external environment is more adapted to the organization’s strategic objectives. In the end, the enterprises have more competitive advantage.But, in the process, the enterprise is not enough to only rely on the support of the external environment, more needs to be from the enterprise interior. Based on the study of the comparative institutional analysis theory, the institutional construction and enterprise internal organizational culture as an endogenous variable, has vital role to increase the efficiency of the organization, and even decide the success or failure of the global optimization of human resources. In view of the enterprise internal and external system for human resource management, especially the great role of enterprise culture construction, by using the method of comparative institutional analysis theory from two perspectives of enterprise internal system and external system, published books for-a whole optimization of human resources management, and to achieve organizational effectiveness and provides the guarantee on the system to obtain competitive advantage.In addition, the book distribution enterprise human resources management in the process of the whole optimization, in terms of research countermeasures, also points out that the supply chain management and information construction for book publish the important role of enterprise human resources management.So, book distribution enterprises to gain competitive advantage, should be combined with the industry characteristics, study hard and application at home and abroad advanced human resource management and the overall optimization theory, in-depth optimization in human resources management aspect, through to the enterprise human resource management modules and the process of whole optimization, to maximize enterprise organizational effectiveness, in order to gain market competitive advantage, realize the sustainable development of enterprises.
