The development level of a country’s public-service ads tend to partly reflect the degree of civilization and harmony in the country. With the development of our country’s television business, society morality, people’s language, dress, manners, moral is more or less influenced by TV media today. Therefore, TV public-service ads have to shoulder the responsibility in mass communication, as well as the social responsibility, to maintain social morality, to improve social spiritual life. However with the development of society and economy, TV public-service ads of our country have a series of problems in the development process.This article studies the public-service ads active on television, is based on Holand Persuasive Communication Theory, to analyze the current problems existing in our country’s TV public-service ads, and to clarify the restriction factors of persuasive communication effect of China’s TV public service ads——communication subject, communication contents, communication route and the audience. This article also explore the effective methods to realize TV public-service ads effect——using creative skills suitable for TV public-service ads, creating a good environment. This article has positive significance to guide the concrete practice of Chinese TV public-service ads persuasive communication, to make TV public-service ads play a better role in cultural orientation.
