In recent years, in order to standardize the fiscal accounts management, manage the provincial finance capital overall, optimize the structure of fiscal revenue and expenditure, our country pay more and more attention to the management of the fiscal revenue. At the same time, the competition between domestic Banks is increasingly fierce, so the bank demand for modern Banks fiscal revenue management system is increasingly urgent. Banks must take good use of advanced information technology to build a set of normative and sound fiscal revenue accounting system, so as to improve the efficiency of Banks fiscal revenue management, reduce the cost and meet the demands of fiscal revenue management in information age.Through reviewing the status of domestic bank fiscal revenue management systems, the method of network financial management based on C/S mode is used to improve management efficiency and provide better services. Secondly, focusing on user needs and system specific function, the demands of system are analyzed and the general structure is designed. Using UML user case model and object model, static model system. Using UML sequence diagram, activity diagram and state chart diagram analyze the dynamic property of HuiShang bank fiscal revenue management system. Then, the modular structure is designed based on business logic, and entire system is divided into five sub-modules. Each sub-module and database is designed in detail to support the system and database implementation. Finally, the method of database connection and system modules function realizing and testing is described using the develop technology selected.The design and implementation of bank fiscal revenue management system is based on J2EE platform and SQL Server2005database. To test system function, test cases are designed using black box testing method. Fully tested, the system has been put into practical operation and proven to be effective to improve the work efficiency and meet the most requirements of users. The system provides some services for the users through the network, guarantees the right of the users, makes the relationship become closer between the bank and users, and satisfies the need of the users.
