Liaoning Provincial Science and Technology Information Institute is a part of the Science and Technology Department of Liaoning Province social welfare science and technology information service agencies, it serves as the only provincial comprehensive technology intelligence research institutions, undertaking a lot of important functions of the province’s scientific and technological information collection, collation, processing, storage, transfer, research and scientific and technological information analysis and so on.With the advances in information technology, the user needs escalating books intelligence agencies at home and abroad began to notice the convenience of the knowledge push technology platform. This study considers the push technology platform for knowledge building conditions, technical requirements and functional building, technology, macro and micro environment, operating strategy, and the value of mode analysis.
