With the advent of Knowledge Economy Age, the development and utilization level of information resources has become an important index while measuring a country's development scale and comprehensive national strength. Informationization is still the main feature of this new era. Along with the IT technology used more and more frequent in the process of informationization, its influence turns to be much more prominent than ever before. It is obvious to say that the progress of IT field has become the internal driving force of modern social development. However, the rapid development of IT technology has finally resulted in a new phenomenon which is called "Information Explosion". In fact, "Information Explosion" has become a major feature of current IT field.This paper aims to develop a knowledge service platform which orient to IT field's Technical knowledge. The mainly contributions of this paper include the following aspects:1. By studying the developing trends and characteristics of knowledge services, this paper analyzes the general demand of knowledge services in IT filed, and then classifies the IT knowledge and summarizes the characteristics of IT knowledge.2. Through analyzing and comparing the advantages and disadvantages of the present methods of knowledge representation, this paper researches into ontology-based representation models of IT knowledge and users, further established the initial ontology-base of ITKSP (IT Knowledge Services Platform) system which consist of domain ontology, fact data ontology and user ontology.3. By analyzing the characteristics of ITKSP system and combining with the developing trends of present software architecture, this paper proposes the architecture of ITKSP system, interactive layer, processing layer, organization layer and storage layer. Subsequently, this paper designs the function framework of ITKSP system and analyzes of the main function modules in detail.4. This paper studies the key technologies of ITKSP system, including the overall technical architecture, Flex Cairngorm development framework and Jena-based methods of ontology construction and semantic retrieval, and proves the advantages and practicability of the retrieval method in this paper according to the results of experiment, which can effectively improve the retrieval precision and recall of search results.5. Based on the theory of former parts of this paper, this paper accomplishes the implementation of ITKSP system by combining with the design of system domain model. This paper finally gives a concrete way to realize ITKSP system and proved the feasibility of the model and algorithm proposed in this paper.
