With the rapid development of mobile Internet nowadays, the development motivation of wireless communication technology and new services has evolved from techonology-driven to user-driven. Quality of Experience (QoE) is becoming the key factor which network operators and service providers take into consideration to win in the fierce competition. New mobile Internet, which is charactered by openness, sharing, collaboration and innovative, as well as the mobility, mediversity of mobile Internet services, brought new demands and challenges to mobile Internet QoE assessment and management.As3G even4G technologies get mature and improved, mobile multimedia streaming service is getting more and more attractive to customers. This paper focuses on establishing a valid QoE assessment model for mobile multimediam streaming services under the LTE network. Based on the research and analysis of the characteristics of the mobile Internet, the paper includes the follows:First, this paper stated the concept of quality of customer experience and customer experience quality management clearly. Based on the anaylsis of the characteristics and development trend of mobile Internet services, problems and needs in QoE evaluation and management for mobile Internet services are put forward. As for mobile multimedia streaming service, the related system structure and protocol stack structure are disscussed, then the needs and challenges in QoE management for mobile multimedia streaming service are summarized. Based on the analysis, how to establish a unified evaluation model, implement real-time measurement of the effective factors, and then carry out accurate QoE evaluation for different users and different types of multimedia streaming services, has become the focus of attention of most standardization organizaptions, academic institutions. That is because accurate QoE evaluation results can provide valid foundations for network operators and service/content providers on network optimization, resource management and content distribution, thus they can make use of network resources more efficiently so as to provide users with the best service.Currently, there are some problems using current evaluation methods:1) objective evaluation methods ignore user’s subjective feelings;2) subjective evaluation method is time consuming;3) both didn’t take the user type and service type into consideration. To solve these problems, a noval evaluation method based on feedback information from the terminal is proposed here. The method can get the real-time feedback information from the user reflecting the feeling while using the sevices. Also, the method proposed to classify users and the services they use and correct the initial evaluation results using the classification results, to obtain a more accurate QoE evaluation result.Finally, few current QoE study on mobile multimedia streaming service is based on LTE, while the assessment model can differ a lot under different networks. So a LTE transmission platform for multimedia streaming was simulated in this paper, meanwhile Evalvid was used to calculate the corresponding MOS (Mean Opinion Score) value. Using the data collected from the simulation and the final calculation, both univariate and multivariate evaluation model for mobile multimedia streaming service on LTE is fitted. Fitting results show that the quality of the user experience is well index-related to the network parameters. Also, the results were compared with the fitting results for other networks. The comparison shows that the QoE assessment model fitted here has a good reference value for QoE management under LTE.
