When the earthquakes, landslides and other natural disasters happened, the power supply and water supply facilities would be destroyed. In order to alleviate the serious lack of electricity and water in the natural disaster area, this paper proposed a portable system can output electricity and water. It not only make good use of the photovoltaic cells which convert solar energy into electrical energy, but also can produce drinking water from the air. Then, it would provide life electrical and water for the victims of life.In the special scene of disaster, the victims need fast query and access to the information about where and what the equipment work. After that, people would choose the nearest equipment arrived, and obtain the resources. The administrators also need to grasp the information about all power water equipment, which can help them make the rescue plans. In the face of human demand for mobility management, we design a platform for two-way information exchange on human-computer interaction and a human interactive platform for multiple users. It made use of the technology of the internet of things. The users would manage the equipment through the intelligent terminals and the remote control center.When we talk about the equipment, it would take into account that its output power and water have very limited. In order to efficiently utilize these resources, the paper proposed and designed a smart energy management system based on the improved multi-node system protocol to solve the intelligent energy management system and water resources. Firstly, this paper analyzed the background and significance, and domestic and international current situation. Secondly, the paper studied the principle of each module of the system, combined with the demand to complete the design. Thirdly, we focused on the design of a portable system for key human-computer and human interaction platform, which aimed at the information interaction between each part of the system. At the same time, according to the principle of energy management system, and the combination of the improved protocol based on the multi-agents system, this paper focused on the design of the system of power and water energy management strategy. Finally, the paper put forward the system.
