The radio spectrum resources has become increasingly scarce resources, the existing spectrum management and distribution strategy are the important causes of the shortage of spectrum resources. Cognitive radio technology is born to improve spectrum utilization and this technology has been widely attention. At present, technologies based on the research of cognitive radio have been mature. The research achievements of multi-channel provides a strong theoretical support to the design and implementation of the cognitive platform.This paper main work devoted to cognitive radio USRP platforms the organization network theory research and practical application. CR devices are looking forward to using the known a lot of "spectrum holes" in the spectrum of authorized dynamically and to choose the right channel to communicate with adjacent devices.In view of the software radio to the background knowledge of cognitive radio technology, this paper has carried on the thorough research. Firstly get familiar with the knowledge about GNU Radio with USRP development platform of software Radio, and further explore the self-organizing network model based on the cognitive technology, and further study of spectrum management related technology and self-organization network with discovery problem of adjacent CR users. Based on some neighbor discovery strategies, a fast algorithm of the discovery is put forward, and further optimize its performance, reduce the time required for the neighbor discovery, the optimization result is validated by computer simulation. Finally, detailed design and implements the cognitive self-organizing network system based on USRP platform, after the actual test and verify research, then demonstrates the final result.
