Next Generation Network is a service-driven network, how to efficiently and flexibly develop and deploy services is the core issue of next generation networks. The traditional way of service development cannot meet the needs of next generation network service development, because it is difficult to overcome the long development cycle and the limited types of service resource.Service development interfaces, such as Parlay API and SIP Servlet API, require developers with strong business skills and coding, ability, which is difficult to be widely used. To promote the development of next-generation networks, a new way of service creation is needed, which can maximize the potential of service, and expand the scope of developers.Since the concept of cloud computing proposed, its elastic resources, access on-demand, has been widely studied and applied.If the advantages of cloud computing and next-generation networks are combined, the development of next-generation networks will be speeded up.This paper studied the development of telecommunications services and cloud computing architecture,andproposed a design of the service creation environment based on cloud computing. This environment relies on service resources and management capabiliy provided by telecom cloud platform.Developers use cloud services to build new services by the graphicalservice development interface. Compared to the traditional way of service development, this program has obvious advantages. Firstly, service development is no longer depends on a specific development environment. Flexible resource utilization and fault tolerance mechanisms provided by cloud computing, facilitate the service development process. Secondly, with various cloud services resources, service development is more extensible and user friendly.To further reduce development effort, this paper also presents template-based service creation, a greater granularity of service development. Service template wraps part of business logic, and open up some points to the user to config, Automated service compositionis also supported with the help of Semantic Web and ontology technology.
