With the development of civil aviation in our country, the number of traveler and flight increases rapidly. At the same time, civil aviation information data also grows explosively. But by contraries, the level of public information service of civil aviation in our country is still low. Data sharing and information service for public and civil aviation enterprises could not flow the steps of rapid development of civil aviation. Besides, each department of civil aviation is independent functionally, which causes its business system autonomous and many problems occur when system integration and process automation.It is a new solution for enterprise information integration and collaboration using workflow like BPEL to composite web services. But BPEL can hardly adapt the change of environment during running time. Therefore, considering the feature of public information of china civil aviation, this paper focuses on dynamic service composition based on BPEL at the fundament of research domestic and abroad.This paper presents a dynamic web service composition framework which describes web service using semantic and organizes services through service cluster and service community. This framework substitutes partner service of BPEL process dynamically according to service selection strategy based on the priority of their output parameters. In this way, the adaptability of BPEL service composition has been improved. Also, we designed a web service discovery algorithm for the service binder in our framework. The KM Algorithm for best match of bipartite graph can be used for web service discovery. But the similarities between some concepts are so low in the best match that reduces the performance of web service matching. In this paper threshold is considered during building the bipartite graph. The edges which weights are less than threshold are removed in order to improve the accuracy of web service discovery. Finally the core of our dynamic service composition framework is implemented and applied to Convenient Flight Information Service System.
