Network convergence is the main theme of the development of future network. Network convergence includes service convergence, core network convergence, access network convergence, terminal convergence, operation maintenance convergence and so on. The users'experience requirements for integrated services have been improved, which makes the service-level convergence an important part of the whole network convergence. In the traditional telecommunications network, the development of service is increasingly saturated. In contrast, applications on the Internet are becoming more and more various, which greatly meets the users'requirements for personalized and customized services. If we can converge the capacity of the telecommunications network and the Internet on the service level, the goal of providing integrated services to users will come true.This paper's work is to design and implement a graphical service creation environment. This service creation environment supports service logic development on the component level, integrates service capacity of the telecommunications network and the Internet through BPEL, and creates converged services described by BPEL in the end.First of all, this paper introduces the related technical background, including service creation technology, BPEL, Eclipse Plug-in technology and so on. Secondly, this paper brings up a new concept which is called Converged-Service Creation Environment, illustrates the position of the converged-service creation environment in the whole service support environment, and elaborates the requirements of the converged-service creation environment. Based on the requirement analysis, this paper analyzes the difficulties when designing and implementing the convered-service creation environment, and then gives the solution against these difficulties based on the thought of software reusability. In this soluntion, converged-service creation environment will be implemented by extending Eclipse BPEL Designer using Eclipse Plug-in technology. Then, based on the solution, the software architecture of the converged-service creation environment will be given. In this architecture, service editing subsystem and service debugging subsystem are of great importance, so in the subsequent chapters this paper will introduce the design and implementation of the two subsystems in detail, including the key issues encountered, the solutions against these issues, the classes' structure of the extended plug-ins implementing the two subsystems and so on. Subsequently, this paper verifies the two subsystems through a number of test cases in order to prove that the two subsystems can meet the original requirements. Finally, this paper summarizes all the work and proposes the research plan in the future.
