Being the most emerging and active group in Chinese banking industry, rural banks have achieved great success. However, as an important underpinning infrastructure, Construction of IT system lagged far behind the business expansion. Problems emerged in demand analyzing phase such as lack of communication, chaotic in demand analysis and changing demand frequently. Based on many years of practical experience in software development and several times as IT outsourcing project manager experience in rural banking’ systems R&D, I deeply felt the management of project requirements very weak in rural banking’ systems R&D which has severely restricted in rural banking’ systems R&D orderly, healthy and rapidly.This thesis Studied from the application view point about the theory and methods of project requirements management in rural banking’ systems R&D, Comparative analyzed of domestic and foreign the study of project requirements management and the latest trends development in China’s banking systems R&D, profound analyzed the features in rural banking’ systems R&D and the problems of project requirements management in the current time, very systematic to introduce the theory of software engineering, CMM2, PMBOK project management system and the RUP process framework which should be grasped the management of project requirements in rural banking’ systems R&D, and pointed out that the general principles should be strictly abide the management of project requirements, flexible and efficient to use the tools of project requirements management,proposed my suggestion and countermeasures at the last. It’s is an innovative significance which provided specific guidance for the management of project requirements in rural banking’ systems R&D.
