Design And Realization Of The Haerbin Railway Heating Fee Collection Management System

Currently, there are many disadvantages in heating enterprises for railway residentialhouses, including great household quantity, confused household information, unclear accountsreceivable and overdue amount, etc. Manual ledger or spreadsheet ledger is still used heatingfee collection management, which not only significantly increases the labor costs of heatingenterprises, but also brings certain lag effect on heating fee collection work, so that funds cannot return timely for heating enterprise. Cases such as missing collection and wrong collectionoccur frequently, affecting not only economic interests of heating enterprise, but also heatingeffect of railway residential house. The purpose of this paper is to design and develop anelectronic heating fee collection system, and to provide the heating enterprises for Harbinrailway residential houses with a real-time heating costs recovery and accounts settlementplatform, which changes the traditional way of heating fee collection into a modern electronicheating fee collection network, thus improves both social and economic benefits of heatingenterprises and households, and achieves the marketing strategy of―userconvenience–oriented" of heating enterprises.In this paper, we completed the following work:(i) designed a heating fee collectionbusiness model for railway heating system, which can realize different fee collectioncalculations based on two fee collection modes i.e. collection on consignment and scatteredcollection, two types of households i.e. households in and households not in railway system,and two heating periods i.e. period before and period after October2010;(ii) designed a datamodel of railway heating system, and stated limitation on unique heating fee collectionmethod in railway system and relevant management system in key fields in the table andprogram and thus achieved the interrelation between the basic heating information table andhouse information table;(iii) print formal state taxation invoice according to the invoice andtime appointed by fee collection persons. On this basis, we designed the railway heating feecollection system including user level, presentation level and business logic level with B/Sstructure model, and carried out detailed design and realization for fee collection person management module and administrator module, bill printing on appointments managementmodule and historical data modules and other functional modules, Over two-year actualoperation shows that the management efficiency and management level of enterprise heatingfee collection has been significantly improved.In this paper, we analyzed the management mode and existing problems of heating feecollection of Harbin House Property Construction Division first and then carried out a deepresearch and design on business mode, data model, invoice printing and connection methodwith state taxation system according to the need of Harbin House Property ConstructionDivision, and finally conducted the design and realization of heating fee collectionmanagement system.
