Video communication, which is widely used in industry, business, security as wellas social communication, is an important branch of modern science and technology.While traditional video was transmitted through wire and saved at the video hard diskrecorders, it is difficult to be used in some special environment, such as videosurveillance of forest fire prevention and wild area video communication.This paper takes researches on3G network technology, H.264video codectechnology, embedded system design technology and streaming media servicestechnology. What it focuses on are the process of embedded system design,3Gnetworking technology and setting up the streaming media services.This system is a complete video transmission system, which includes video server,video capture terminal as well as video playback end. In this system, socket is beingused to interconnect with each other in3G network, the sequential images areencoded to video by x264library, and the streaming services are created by RTPLIBlibrary. The encoded video is being displayed through framebuffer and memorymapping techniques.This system finally achieves transmitting video through3G network. The delaytime and frame rate and clarity of it could basically meets the requirements of generalvideo communication. In the end of this paper, deficiencies of this system as well asthe corresponding optimization measures are given based on the actual test results.
