Research On The Construction Of The Electronic Monitoring System

Electronic surveillance is the combination of modern management science andcomputer science, which is the innovative practice of pattern, combined both law andtechnique. There have many advantages in some aspects, such as program, openness,interactivity and rigor. Electronic surveillance combined with rule of law canimplement “virtual surveillance” dynamically and thoroughly. Meanwhile it also canmake surveillance being carried out early, improve the effectiveness of supervision, isconducive to scientific decision-making powers, regulate the implementation ofextensive surveillance and reasonable constraints.In this paper, modern management theory and information technology theorywere applied, according to the practice of electronic surveillance in ShandongProvince, our research focus on the electronic monitoring system business processoptimization, functional configuration, and the use of technology. This paper analyzesthe object and scope of electronic surveillance studies, the general idea and goals,proposes operational framework, the main content and technical architecture in theproject. Accordingly, the technologies like Web Service and JSON were used todesign and implement an electronic surveillance system which has the function ofreal-time monitoring, early warning error correction, performance evaluation,statistical analysis, information services. The results of implementation of the systemwere illustrated, from the perspective of project construction, about improving of thesupporting systems and hardware facilities, laws and regulations, the countermeasuresand suggestions were proposed.The use of electronic surveillance means for preventing corruption is animportant part of punishment and prevention system in the new situation. Results ofthis study have significant social significance, it is beneficial for the administrativeauthority to run the timely surveillance and promoting changes in executive style,improve administrative efficiency, and promoting power operation mechanism,establish long-term mechanism for anti-corruption work, help promotinganti-corruption work in depth, to building an open government, services government,efficient government and clean government has a positive meaning.
