World Health Organization (WHO), under its charter made a definition ofhealth, when founded in1948. The health is perfect state of harmonious fusionamong physical, mental and social aspect, rather than the absence of disease or weak.Since21st century, with the rapidly development of economy and society, people’shealthy had become a key issue that can not be ignored along with the worlddevelopment, because of tremendous life pressure and inordinate life style.The concept of health management was first to put forward by the UnitedStates in1960s. After nearly half century of development, health management hasbeen popular and applied in many field around the world. Health management hasbeen relatively mature and highly conform to the national condition in manycountries, including the United States, Finland, and Japan, which played asignificant and positive role in dealing with the national health resource allocation,ageing of the population, prevention and control of chronic disease andcomprehensively improvement of quality of national health etc. At present, thedevelopment of health management in China is still in its infancy, and the maturitymode of health management that adapted the national condition has not beenestablished yet. Especially for special groups such as elderly people, teachers andstudents, is still in the stage of theoretical research and mode exploration, effectivehealth management system implementation and the application of informationsystem is still in the blank.On basic of the idea of health management and current development conditionin China, this paper puts forward the implementing construct of health managementinformation system oriented to colleges and universities with clear research purposeand significant research meaning, by analysis of health resources and populationhealth condition in colleges and fully reference from foreign advanced idea andmode. Combined with main trend of development ideas of information system, thispaper gave a detail analysis and demonstration in feasibility and necessity of thecollege health management information system, as well as design method andprinciple. On basic of considerable system analysis, this paper illustrated systemframework and technical route, expounds the key parts of design such as systemfunction and database, applied with unified modeling language to complete thesystem modeling. In addition, the design scheme and the resolve strategy have beenexplained in details, for two core modules, health assessment model andheterogeneous data integration. Therefore, college health management information system was designed and established with good generality, extensibility andfeasibility.For system application, Beijing University of Technology, with relativelymature implementation conditions, was chosen as a pilot in this paper. BeijingUniversity of Technology health management information system was developed byusing the object-oriented technology system Java EE, integrated developmentframework SSH, SQL Server2005database system, Web service technology andother technology, constituted by health self evaluation, physical examination datainquiry, health assessment and health assessment modules configuration, to providecomprehensive and scientific health management service for the teachers andstudents, as well as support the sustainable development of all aspects of schoolwork.This study made attempt and exploration on idea promotion and informationsystem applications of health management applied in college and university in China,and the design scheme and implementation program discussed in this paper can bebuilt as reference to ongoing health management mode and college populationhealth and other areas.
