With the streaming media technology and the internet industry rising up, the wayof listening radio or watching television has already been turned from the traditionalapproach to a network time shift method, that the programs are downloadable and canbe saved. The new method breaks the limit of time and space brining from traditionalbroadcasting, making people can listen and watch programs any time and any place,also fully realizes reusing and sharing of resources. By analyzing the domestic andinternational streaming media technology and CMS platform technology, this paperargues China’s current streaming media background management system still hassome problems. Such as, the imperfect function, editorial staff’s operation barrierscaused by complex content, a lot of repetitive work due to non-intelligent operation,etc. These problems seriously weaken the spreading quality and efficiency ofbroadcast television industry on the internet.Based on the above analysis, the author made the following work in this study:First of all, the author did demand analysis for the current streaming media businessmanagement system construction, to research the current requirements and vision ofmanagement system from broadcast television. Next, the author designed aWeb-based client streaming media business management system, combining with theactual needs of teaching Digital multimedia technology and art, usingAS、CSS andJS language technology to developing, as well as, completing with a good interactionand visual effects system interface design.Finally, this paper can achieve a better optimization goal of media resourcesmanagement by improving video streaming business system, in addition, provide abetter application effect. The system has system setting, user role defining, videouploading and editing, channel management, program management and other basicfunctions. This design can achieve the high level of background management systemrequirements from current broadcast television industry, use network rationally, andimprove the dissemination and sharing quality and efficiency of video and audio onthe network.
