The Design And Implementation Of Mutual Aid Management Financial System For Weifang Poor Village

In the beginning of new century, increasing rural gap between rich and poor problem is becoming more and more serious, so how to alleviate relative poverty becomes the main goal task of poverty alleviation and development. Free financial poverty relief fund is necessary for absolute poverty relief, but it has many negative effects for relative poverty relief. Therefore, objectively we need to explore new mechanism and new ways of using fiscal poverty alleviation fund and provide new methods for promoting continuously poverty relief development. In order to further make weifang poor village mutual management business well and improve ideological recognition, organization management ability and level of business of management personnel, and really keep and make good use of mutual funds, and make it standard operate, peripherally use, movably develop, and play long-term benefit, we design and implement poor village mutual financial management system.This paper describes requirement analysis, function design and implementation process of weifang poor village mutual financial management system. First, this paper determines the function demand and non-functional requirements of mutual financial management system. Then, the paper respectively designs each functional in the form of class diagram and sequence diagram in detail. System uses B/S development pattern and takes J2EE for technology platform, and uses the Struts+Hibernate+Spring technical architecture. Database uses SQL SERVER2005database to store data. At the same time, the paper uses object-oriented method to do demand modeling and system analysis and design, and takes unified modeling language (UML) for analysis and design description language. At last, this paper provides implementation of each function model and shows part of codes.Financial management system is designed according to financial management system and accounting method of village mutual fund project, and realizes the classification accounting of cooperatives’economic business. Its main functions include documents management, accounting vouchers, final management, account inquiry and financial statements. In order to conveniently operate and make sure that the business data and billing data completely consistent, accounting vouchers are divided into manual vouchers and mechanism vouchers according to different way of its formation in the financial management system. Accounting vouchers management realizes accounting treatment of cooperatives’economic business, which includes vouchers making, vouchers modification, vouchers deletion, vouchers audit, vouchers run up an account, cancellation charge, modification, deletion and voucher inquires, etc. The main functions of financial final management include month-end closing, counter settling accounts, earnings management, and year end carried forward. After completing business and billing data processing monthly, the operator can check the current business and accounting treatment whether is correct using account inquiry function, and also can inquire history accounting data and relevant business data at any time. In the management of financial statements, according to financial management system and accounting method of mutual fund project, it generates the balance sheet and receipt and disbursement statement in the accounting period.The design and realization of the system completed current main economic business process of cooperatives and improved office efficiency. Through the application of system, we can make money management become simple and make poor village mutual management business healthily, efficiently and sustainably operate and develop.
