With the high-speed informationization process, Chinese society has become informational networked society. Mass media is developing toward network at the same time. People through positive media behavior connecting with each other, a mixed network which is bind information network and social network has born. People who are in this network is called networked user. They product, release and receive message by social media and join in the network communication. Hereto, networked use and communication become a new view of Communication and Media Research.At the same time, China is being in a transitional period, which is an important to Chinese culture development, and how to construct a civil society in china is this paper going to explain. This paper analyzes how important to construct a civil society in china, networked user and communication play a deceive role in this procession. People who are networked user join in the public affairs and spread information, which increasing the possibility of connection between government and common people, and best for civil society construction of china.The majority research of network communication during in the academic is base on the view of means, or combination with civil society. The network is seen as a technique, a channel of information, or a platform. However, is it appropriate to using western civil society theory analyzes Chinese society?This paper adopts method of case analysis, historical and logic unification, and document analysis. The study is established in networked users’ communication theory, to analyze new mixed network, structural analysis Chinese civil society, and case study Ningbo PX project resistance, which is typical event happened in2012. Then, the paper discusses the possibility and development path of Chinese civil society.
