The paper makes an analysis on building the Civil Society in China which is different from the western country. The media makes a more important part in constructing the Civil Society. This article wants to discuss the reasons which make the differences and how to build Civil Society in China through network communication.The paper analyzes how important to construct a Civil Society in China. Network communication is a convenient way to get in touch and it is also a way to break through the limit of region and time. These Characteristics mean a lot in China which is lack of basic spirit of the community contracts. The convenience, accessibility and security in network will provide the necessary to construct civil society.But the network communication has some disadvantages in building Civil Society. First of all, users of the network are not as same as citizens Secondly anonymity leads to the lack of responsibility and shame so that people can make themselves manic which would hurt innocent people. These disadvantages make Civil Society different from Civil Society in West.This paper analyzes the development trends and directions of Civil Society in China. Government's effective participation in building civil society in China can be looked as an inevitable process. However, this participation should still be cautious.
