In twenty-first Century, the continued flourishing of China’s car market gives birth to a broad motor insurance market, in which car dealers (4S) and the large car repair factories have become the most important sales channels and business partners for most property insurance company. Meanwhile, they are one of the chief beneficiaries of the auto insurance claim services. In order to enhance the business cooperation, property insurance companies want to integrate the damaged vehicles information, and distribute those vehicles information to cooperators (4S and car repair factories). By this means, they hope to increase the trade of insurance selling from cooperators.After the study of the business innovation mode of the property insurance company, this article puts forward the vehicle dispatch information technology solutions. After building up the vehicle distribution system of auto claims, those scattered damaged vehicle information will be got together and regularly distributed to car dealers and car repair factories. Then that information could bring lots of commercial value for the property insurance company. By great efforts in deeply requirement excavation, a highly flexible distribution engine was worked out within the system design. This engine fulfills multiple rules from the requirement, and finds a reasonable balance between bias and fairness by using random algorithm based on weight. The system provides with abundant interface and intuitive rules for the property company to gain an effective control on the damaged vehicle information in auto claims.The system design focused on the modules’ reusability and took the Spring framework to bring down the coupling between modules. This would provide with better system flexibility. In the process of realization, in order to improve work efficiency, more attention was paid to the user experiencing, and Ajax was adopted to create friendlier user interface.
