With the rapid development of global wireless Internet and rapidly growing popularity of smart phones, and mobile phone-related technologies and services are constantly developed and improved, it is more and more intense that the demand of the mobile users for timeliness and positioning information. At the same time, mobile location-based services have gradually become a hot field of mobile communications. It is gradually being paid attention to by people and has been widely used in various industries. Mobile location-based services have been widely used in emergency medical rescue, auto rescue, traffic management and other fields, and it can meet positioning demand of the mobile office, mobile law enforcement, logistics, transport, tourism and other industry. In this thesis, according to the base station receives the signal strength report was designed and implemented a mobile positioning system.The tasks are independently completed as follows:it started from the analysis of the application of positioning technology, and then had a depth analyzing of the principles of mobile positioning technologies. It achieves a mobile phone positioning system through the positioning algorithm’s research. It has a systematic needs analysis to the system, and describes the functional requirements of the system by using case diagram, and puts forward the performance requirements of the system; focus on the functional requirements and interface requirements of the system, it designs corresponding function module respectively, and uses MapInfo secondary development to achieve a localization map drawing and results display; it has been studied the algorithms which used in the process of positioning, based on Voronoi, using Delaunay triangulation to select a reference point to calculate the position, and uses Hata propagation attenuation model to calculate the attenuation of the radio signal during the process, through modeling to improve the accuracy of the positioning algorithms, and has a performance analysis for the algorithms; focus on the non-functional requirements of the system and the problem which found during the process, it has designed and optimized the database of the system.This thesis is designed by using network-based station to positioning, without changing the phone’s hardware devices, but measurement reports generated by the base station, using existing cellular phone network resources to locate, and it has achieved the basic mapping and mobile positioning function. At the same time, it will reduce the cost of hardware and complexity of the algorithm; also, it will make the process easy.
