With the widely-used application of Internet technology, new media is graduallydeveloping into an emerging instrument of the mass to express their will and supervisethe government behaviors by public opinion. New media is emerged as interactivity,timeliness and openness, which enabled Web-based anti-corruption to become asignificant access for the citizens to participate into the anti-corruption program,.Generally, there are three main stages involved in the Web-based anticorruption. Theyare the formation of Web-based public opinion, the involvement of traditional newsmedia, and the involvement of government. Thus, the development of Web-basedanticorruption is established on the common participation and cooperation of thesethree dimensions. At present, the function of Web-based anti-corruption has beengradually paid considerable attention and recognition by the government. Web-basedanticorruption has been developed into a considerably important instrument for thepublic to supervise the government and national civil servants. It has been proved that,through Web-based anticorruption, the civic rights are getting realized at a higher level.There are an increasing number of people getting involved in the Web-basedanticorruption. In practice, the Web-based anticorruption made more corrupts punished.Therefore, it is crucially necessary for us to have a deeply consideration on theWeb-anticorruption, referring that how to help the Web-based anticorruption give abetter performance on the positive effects in the coexistence of achievements anddilemma. More efforts are need to make the Web-based anticorruption to be theauthorized and legal instrument for the public supervision, and to be a more effectivetool for the public to participate into the fight of national anti-corruption. However,along with the remarkable performance, a series of problems appeared during theprocess of civic participation in the Web-based anti-corruption, which, to a certainextent, not only infringed the legal rights of other people, but also impaired the positiveeffects of Web-based anti-corruption.In this dissertation, the research object is focused on the civic participation in theWeb-based anti-corruption. The theory of civic participation and the theory of new media are applied in the research on this topic. Beginning with the basic conception,characteristics and the general flow of Web-based anti-corruption, and then presentingthe remarkable achievements of Web-based anti-corruption, we analyzed the problemsappearing in this process, followed by analyzing the main factors resulting in theseproblems from several different dimensions. What we expected to do is to put forwarda number of reasonable and feasible proposals for the future development ofWeb-based anti-corruption.
