With the popularity of computer technology, more and more enterprises from the past administration manual management mode gradually changed to computer technology and network technology. Enterprise managers use the informatization means comprehensive, in-depth analysis, timely and accurately grasp the market development trends, to realize all aspects of production operations fully grasp and accurate decisions. It is necessary to establish a standardized and efficient system to meet the business needs of the enterprise information application systems, change the present situation of the enterprise management information, support management and decision-making, improve the level of modern management, enhance the core competitiveness of enterprises. In the development trend of information society, so many enterprises must adapt to the environment, to strengthen their adaptation and competition ability. Comprehensive statistical work it is being in this environment, and is an important factor of enterprise information science and technology progress. It plays an important role in the leadership decision-making.A Petroleum Corporation statistical division closely around the company’s development strategy, give full play to the information, consultation and supervision function. It have done a lot of fruitful work to rationalize statistical management system, improve the statistical team building, strengthen the institutional reform of statistical methods, and actively promote the construction and statistical information for the leadership, decision-making and other aspects of support. However, due to the company management system, operation mechanism and the internal and external environment has undergone significant changes. The company’s operating situation puts forward new requirements on statistical work. The international capital market put forward new task of statistical work. It’s necessary to design and develop the comprehensive statistical management information system, to meet the needs of internal management as the center. It manages the whole group comprehensive statistical data of the total economic accounting, production management, investment, finance, human resources, energy, security and environmental protection, foreign trade. It organizes and develop organizations to manage the corporate planning regulations, to collection and analysis the data of national macroeconomic policies, economic development situation and the development trend of the important business clients. It also provides timely information and decision support reference basis for the group leadership and relevant departments.This paper adopts the oil group company comprehensive statistical business as the background, in view of the existing statistical business department two systems and the problems existing comprehensive statistical business activities. It bases on the statistical index system as the core, adopts B/S structure and service-oriented technology architecture, using the. NET platform and SQL Server2012database to develop the integrated statistics management information system, which has the extendibility, maintainability and portability and other features. The article adopted the theory and practice combined method, discussed the established statistics informatization developing situation, stated the necessity and importance for establishing the system. The requirements analysis is explored through the following aspects:the status information, the system functional demand and non-functional demand. The designing includes overall architecture design, the core functional design and database design. This system is based on Web layered design, adopts the object-oriented method, divided into presentation layer, application layer, the persistence of three-layer architecture. It reduces the presentation layer to transmit data, isolations users and business logic, realizes the independence between the layers so that each level of a clear division. The application layer to realize statistical business process, increase the rate of code reuse by using MVC architecture pattern, reduce data expression, data description and application operation. The persistence references the NHibernate ideology to encapsulate the database access operation provides simple application interface.This paper researched and implemented the platform, which based on the index system, supports flexible report customization, collection, processing, statistics and showing. The system comprehensively covers the production, investment and comprehensive statistics business areas. It has a sound statistic index system, to build flexible extensible dimensions, indicators and measurement system model. It provides the report definition, which convenient for statistical system update, easy to modify existing reports or add new reports. The convenient data acquisition function make user organize the interface according to the familiar way. You can input data according to the indicators or traditional report form. The data query function provides flexible custom query to the system data secondary processing. It also provides a convenient combination query function, and support to export results to Excel. The powerful data validation function provides the perfect balance of data and the calibration methods. If there is any error, it will give the current user the specific reasons. The system will bring comprehensive statistical business to a new level, provide a solid foundation platform for the statistics project management platform, strengthen the comprehensive business and other links of supervision and control. It realized the project regulation and control, effectively reduced the workload of all levels users, improved the statistical data quality, standardized the statistics business management processes, provided reliable reference opinions for the project decision. This system has a friendly, simply and easy-to-operate user interface. For sake of adopting the scalable microkernel mode, this system has a better performance on openness and reconstruction. Therefore, it reduce the maintenance work and ensure the system extended to meet the ever-changing needs.The system has achieved a good effect. It successfully implemented the integrated information of the statistical work, institutionalization, standardization, systematization and modernization. It is very important for improving the management level of oil field statistical significance.
