Currently, geographic information system (GIS) has been widely used in ourcountry, but there are not many studies in the military field. The military geographicinformation system has become an essential tool in modern warfare. Therefore, thispaper designed and developed three-dimensional space Naval Operations simulationsystem. It is a prospective pilot test for military training and decision-making.This paper studied the design and implementation of three-dimensional space NavalOperations simulation system. The paper described the concept, characteristics anddevelopment trends of geographic information system and introduced relatedtechnologies. It analyzed the application and demand of the system and given thegeneral design ideas and principles. It designed the functional modules of the system,including natural effects, digital Earth, Earth mark, space measurement,three-dimensional effects, dynamic target management and system maintenance.Based on the operation of the system, the results show that the system is able tosimulate the actual scene of Naval Operations. It is able to provide accurate operationaldata for the commander to make a scientific campaign strategy. It has reached its designrequirement.
