One of the premise condition for the existence of the government is the publicservice, the appearance and construction of the public cultural service system is notonly the requirement to realize the rights of citizens, but also the product ofChina’s political, economic and social development to a certain stage. Thepublic culture media service system is an integral part of public cultural servicesystem, along with the political, economic, and technological change, the range, maincontent, subject and operation mechanism of it are in change. To adapt to thedevelopment and the growing diverse demand of the market, we need to step out ofthe traditional government monopoly, innovate new mode and mechanism, seekdiverse ways to achievement, and improve the efficiency of the producting andservice.From the theory of public cultural service, this paper puts forward the newconcept about the public culture media service system, deconstruction of theconnotation, exploring the characteristics and mechanism of the public culturalservice system in the perspective of the theory of the social media giant system;exploring the public culture media service modes in US, UK, Japan, and Korea toprovide reference for the establishment of ours; exploring theoretical innovation inthe mechanism and mode of our national public culture media service s ystem based ontheoretical analysis and experiences, and summing up the target mode of our ownpublic culture media service system (the market supply, the governmentpromotion) and the transition mode suitable for the present stage (the governmentmanagement, multi-center supply); and exploring the three major changes in China’spublic culture media service system in the "12th Five Year Plan" period in theguidance of excessive mode.Main point: the public service is the responsibility of the government, but thegovernment should not play a monopolistic role, perfect regulation system, can berealized through the market mechanism; public culture service system is a complexadaptive system mutual influence, the function of every subsystem and the formationof a specific structure, characteristics and mechanism of system; public culturemedia service system as a social system, through the government,social cooperationcompetition, game to achieve the benefit optimization; target mode of public culturemedia service in china is "market supply, the government to promote", due to the limitation of present conditions,"the government needs to implement management,transition mode multi center force supply; transition mode, the government torelax control to change the idea and service mode, need, strengthen regulation, tocreate conditions, to create "service oriented government", the final realization ofpublic culture media service system by constructing a scientific and reasonable.
