In2010, the General Administration of Press and Publication required all the presses around China transform their economic system from public sector to state-owned enterprises, only a very few of them could retain the public sector system because of their special publishing content and purposes. The question is because the existences of the domestic publishing marketing and the performance assessment system have s-till been for a short time, the performance assessment systems of a number of presses still remain at the completely economic appraisal stage. There is an urgent need for t-he domestic press to establish a more comprehensive performance assessment system.Though being a social science press for a long history, Huafeng press has established a set of performance assessment system after the system transformation, because of both subjective and objective reasons the system is not perfect or scientific. This paper aims to analyze the reasons of the problems of the performance assessment system of the operating department of Hua Feng press through research based on the characteristics of Scientific and knowledge-intensive of Huafeng Press and use the four dimensions of the Balanced Scorecard performance appraisal system to establish a new scientific performance assessment system model for the Press, in which both the economic and social benefits are dealt with from all the internal and external aspects and angles. This paper also supplies a model of the establishment of a complete system of the organization of the assessment and the usages of the assessment results and makes a complete assessment system theory for the press.The press is typical knowledge-intensive and its business has a characteristic of nuanced. The performance assessment system of the press should be detailed designed based on the different characteristics of the departments and posts to fully meet with the actual demands of the performance assessments of the Press. The paper fully analyzes and designs a complete performance assessment system for the operating departments of Huafeng Press. As a result of the commonality of the current problems of the performance assessment systems of the domestic presses, the research results of the paper can also give a help to the establishment of the performance assessment systems of the presses all over China.
