Design And Implementation Of The Unified Query System For The Vehicle And Vessel Use Tax

The Vehicle and Vessel Use Tax is a kind of tax that levies taxes on the owners ormanagers of vehicles and vessels within the territory of the People’s Republic of Chinaas prescribed in the Schedule of Vehicle and Vessel Use Tax Items from The Law ofthe People’s Republic of China on Vehicle and Vessel Use Tax. At present, The Vehicleand Vessel Use Tax is declared by the owners or managers and levied by the insuranceagencies. In this mode, due to the lack of effective and mandatory enforcement by theinsurance agencies and the taxation department, it would result in some loop holes inthe collection and management of the tax.This dissertation is based on specific problems，by analyzing the relative cases ofthe unified query system for Vehicle and Vessel Use Tax, to discusses the buildingprinciple and the design thought. At the same time, the design and implementation ofthis system are also expatiated from multiple aspects, including system platform,database, network security and application development.It introduces the structure of function modules and security architecture of theunified query system by the demand analysis. This design idea adopts theservice-oriented architecture which is based on “cloud computing”, using MSEnterprise Library5.0enterprise platform technology, following the.Net technicalspecifications and applying VS.Net development platform to build a highly reliableand scalable sharing technology innovation service platform and to achieve theconstruction thought of “everything is for service”.The design discussed by this essay is already applied in taxation department. Dueto its reasonable design, it meets the needs of taxpayers, insurance companies andtaxation department, which means it ensures data sharing by departments of local tax,traffic control and insurance to achieve the "inspection after tax" regulation required inthe law. The traffic control department checks on the payment of the vehicle and vesseltax by taking charge of vehicle registration and vehicle inspection, that is in order toplug the loopholes in the collection and management of the tax, and to achieve a finemanagement of small taxes.After the system is put into running, we still need to optimize efficiency of theplatform, improve its reliability and enhance its security. Moreover, we should makefurther plan for inter connect with other tax systems.
