With the rapid development of safe city and new challenges to the social security,the present independent security and monitoring systems with single function have beenunable to meet the social demands. There are not a uniform standard for networkinformation transformation, information exchange and control among the all kinds of IPcameras (IPC); therefore, it is difficult to share multimedia resource among equipmentsand products of the different security and monitoring systems.This paper mainly researches the information transformation between thenon-standard IPC and Session Initiation Protocol(SIP) equipments, improves the presentnon-standard IPC in the view of GB/T-2818. In the paper, the SIP protocol, HTTPprotocol and RTP/RTCP protocol are analyzed intensively, a software framework isdesigned and presented and three software modules are developed, including HTTPmodule、SIP module and streaming media module. The software modules implementsignaling transformation between HTTP, RTSP and SIP IPC, and the format translationand transmission of streaming media. To resolve the interconnection and interworkingof the video monitoring systems, the paper presents a standardization scheme ofcommunication signaling and streaming media format. The software proposed in papercan achieve the video information transformation efficiently and accurately andinformation sharing in different regions and different departments, and ensures thescientific practicability and expansibility of video security and monitoring networksystem.
