With the continuous development of modern industry, chemicals are widelyused, the water security is a serious threat. According to statistics, since2005,China has a major water pollution incident more than70. Frequent water pollutionincidents, brings the serious influence to people’s production and life. In the face ofsudden water pollution incident, how fast do emergency material dispatching,governance of water pollution incidents, natural disasters of water pollutionincidents, plays an important role in disaster rescue."National environmentalprotection"1025"planning (2011-2015)" pointed out the need to improve theemergency decision-making, commanding and dispatching. At present, thedeployment of emergency supplies to sudden water pollution is the main existingproblem, allocation is not reasonable, and sometimes can not meet the managementneeds, in the pursuit of benefits over time, ignore the economic emergency rescue,caused the cost of waste. These problems lead to the sudden water pollutioncontrol work can not be efficient, in view of the above problems this paperwill study several parts to solve.(1)This paper begins with the analysis of emergency logistics system andemergency material dispatching system, emergency logistics system with5constraints: information, time, resources, transport, transport infrastructure;emergency goods distribution system has the features of time giving priority toefficiency, dynamic, multi-objective, restriction(2)And then analyzes the characteristics of sudden water pollution, the waterpollution has basin easy diffusion, relief supplies are time-varying, will grow withtime increasing, thus combining the characteristics of emergency materialdistribution system based on the time-varying demand "is the earliest start time, atleast a save point, emergency response time"-a save point, emergency suppliesscheduling model of multi requirement points.(3)Finally, through the use of two kinds of improved strategy combination, theant colony algorithm is improved, which is used to solve the model of emergencymaterial dispatch, for example simulation examples, to prove the effectiveness ofthe model and algorithm. To establish and perfect the emergency supplies reservedatabase, material dispatch of emergency water pollution of the system are analyzedand the demand analysis and function, combined with emergency materialallocation model and improved ant colony algorithm, emergency suppliesscheduling decision system design and Realization of sudden water pollution.It has certain the oretical value and practical significance through the research on the above several parts of contents of emergency supplies allocation problem ofsudden water pollution.
