Besides its strong administrative function, public sector information also has a largepotential commercial value, which has gone far beyond the role of management, control anddecision-making. In recent years, the European Union and the United States have exploredthe measures of developing the commercial re-use of public sector information, and manycountries regard the development and utilization of the commercial value of public sectorinformation as an important means of promoting economic development and social progress,as well as improving the ability of government services. In the EU, the process of the re-useof public sector information contains the commercial re-use of public sector information. Inthe United States, the commercial re-use of public sector information is generally known asvalue-added use of public sector information or commercial exploitation of public sectorinformation. Although the titles are slightly different, their aims in essence are to develop thecommercial value of public sector information. The main reasons are: firstly, public sectorinformation has recycling value; secondly, it relates to the new background of informationeconomy era; thirdly, it relates to the current situation that the traditional means of disposingof information resources management in the public sector cannot effectively meet users’deeper needs. Therefore, the strengthening of the commercial re-use of public sectorinformation in the development and management are the practical needs of any country orregion in the information economy era. In China, although public sector informationresources are abundant, the lack of appropriate policies and management mechanisms lead tothe development of the related industries lagging behind, and the potential of public sectorinformation has not been excavated. Thus, this article takes policies and practices ofcommercial re-use of public sector information in Europe and the US as the entry point, andconducts a study of the commercial re-use of public sector information, which explore newpaths to our commercial re-use of public sector information.Firstly, this article sketches out the research background, significance and the researchstatus at home and abroad of the topic; and analyses the connotation and theoretical basis ofcommercial re-use of public sector information; subsequently dissects the policies andpractices of commercial re-use of public sector information in Europe and the US, and bycomparison, explores the advanced concepts and practices which are worth learning in ourcountry; meanwhile, by learning the successful experience of the U.S and Europe, we shouldimprove policies and regulations of the commercial re-use, build commercial re-use organizations, take multiple re-use patterns, attach great importance to web construction andformulate rational pricing strategy in order to improve the efficiency of commercial re-use ofpublic sector information in our country, and promote the rapid development of informationindustry.
