With the pace of railway informatization, information system is positive influencing andchanging the railway departments. In the informatization construction process of the railway,combine with business reality, through change the worker work habits by information system,optimize the existing operation mode, reduce the repeat work of the workers, improve thework efficiency has become a consensus. Many power supply sections have been using EMISto deal with all kinds of business daily work and good results have been achieved. However,we also found some problems in urgent need of solve existing in the use process of EMIS. Onthe one hand, most work of power supply section is in the construction site, EMIS is hard todo field use. On the other hand, with the rapid popularization of the mobile terminal, mobileoffice has become a kind of fashion and the real-time using of EMIS has been a strongdemand of the workers. Therefore, how to change the EMIS to further cover in all kinds ofbusiness of the power supply secion, convenient and simple, quick and efficient is thedirection of EMIS development. This paper is study of roles mobile terminals can play in theuse of EMIS and its specific implementation.At first, this paper explain the current situation of the development of mobilecommunication network and mobile terminal, research the current usage of EMIS and theusage of mobile terminal in EMIS. Through the research of the responsibilities and relatedbusinesses of the deaprtments in the power supply section, we get the problems that the EMIShas solved and proposed the scheme that can solve the problems through the mobile terminal.Then, we learn the technique of Android, QR Code, RFID, Positioning, GIS and ViGap thatinvolve in the scheme and explain the reasons why we choose them and the business theyrelate with. Due to the mobile terminal which involves so many subsystems, the overheadcontact patrol system is used for the summary of business, the analysis of process. Then thepaper carries out the use case analysis and puts forward the overall goals and specific goals.At the stage of the system design, the paper design the network topology and softwarearchitecture of the system and confirm the architecture mode of the system is B/S plus C/S,propose the solve scheme of the server terminal, the mobile terminal and the data interfacebetween them. Through the process design of the business in the overhead contact patrol andthe function design of the mobile terminal and server terminal, the paper design the databaseof the system and the table structure. After the design of the system, the paper enter into theimplementation phase of the system. First, we set up the environment of the server terminalwhich include the install of OpenSUSE system, the install of PHP environment, the install ofasynchronous queue and the implementation of the server terminal use CI and squirrelMQ as a base. The implement of the mobile terminal application use the environment that set up byEclipse, Java JDK and Android SDK as a platform. The main work of the system is databaseserver synchronizing function, server patrol manage subsystem, terminal patrol managesubsystem and the data exchange function between mobile terminal and server terminal. Atlast, the paper summarizes the whole work and point out the next developing direction of thesystem.
