At present, the domestic medical care is one of the major livelihood issues. Due to the uneven distribution of medical resources, it is hardly possible for backward areas to acquire high-quality medical diagnosis. However, the skilled doctors have lots of fragmented time. With the rapid development of mobile Internet technology and smart mobile devices, if we can connect doctor to patient by smart mobile devices and realize the remote mobile inqury, the people in marginal medical areas will get high-quality service. At the same time, doctor’s fragmented time will be utiltzed fully. Importantly, we can respond on the promotion of national medical reform in the call to encourage the development of telemedicine, to achieve universal access to quality physician resources.Recently, as the most popular VoIP signaling protocols, SIP protocol is mainly used for creating, modifying and releasing one or more multimedia sessions. It is an IP layer signaling control protocol and it is encoded by text. It is compatible with the most popular smart mobile operating system, Android and IOS.In the paper, we research and analysis the SIP protocol and its extensions protocol standard in depth. We design a set of interface. It can connect to the existed hospital system. We realize the transformation of interface method and SIP signaling. On this basis, we achieved a mobile inquiry system based on SIP. The main work in the paper includes:(1) In order to reserve knowledge to study and implement the mobile inquiry system based on SIP, we studied SIP, SDP and standards across the network technology.(2) We analyze the basic functions of the system needs to be done, and then research the system architecture. We use hierarchical model to develop each module of system.(3) We designed and developed the interfaces of push service based on the SIP push server and other medical service interfaces based on the medical business interface server. The connection between the data and the service of the existing hospital system is completed through the interface call.(4) The SIP Servlet framework is used to study and implement the SIP core services.(5) We studied and implemented SIP registration system, SIP proxy, SIP push, and signaling and media through way based on the SBC.
