Expressway construction of information on China’s economic and socialdevelopment has played a key role nowadays.Simultaneously it is also an importantcomponent to speed up highway construction and service-oriented government. In the"Twelve Five" period,the development of the information highway will be get afurther large-scale speed.In Jing Ha Expressway electro-mechanical project, it adoptsadvanced technology and lay the foundation for realizing the development of wholemonitoring,video monitored as well as foreign service system.Simultaneously, itprovides effective security for the the good operation of railway network.This paper mainly introduces the current situation of research background,research significance and the situation of monitoring system at home orabroad;analyzing objective and function of the Jing Ha expressway monitoringsystem,determine the content of the requirement and the structure.Combined with thespecific circumstances of Beijing Jingha expressway,it provides the transaction dataprocessing scheme and detailed discussed the realization of the core systempart,infomation send model.The paper puts forward "based on the principle of equivalent traffic statedetection" and "based on the improved California algorithm research of traffic statedetection".It shows the analysis of the basic principle of inspection algorithm andthrough examples of data collection as the theoretical foundation.The simulationresults are obtained by the missing data compensation model in the analysis of trafficservice level in the whole monitoring system.
