At present, the expressway's construction is developping rapidly in China. In order to promoting the security and efficiency of the expressway, the government actively sparkpluged and carried out a series of policies to plan a network of speedway and accelerate the expressway information system's construction. However, the expressway monitor system in our country is not fully developed and the functions of monitor system are insufficient, so it is still far away to the application of intelligent monitoring, especially in the traffic incident's auto-detection and warning alarm. Therefore, the research in this paper is urgent and significant.Combining information technology and traffic engineering, this paper evaluated the current monitor system and detection system from theory analysis to practical experience. And some research on monitor devices, layout of detector arrangement and incident detection algorithm are also presented as key problems in this paper. Finally, the systems solutions are given.By exploring thoroughly the monitoring and management pattern of expressway, this paper puts forward a new model of traffic monitoring and the overall design of system and monitor flow. The object of monitor, which is divided into dynamic incident and static incident according to its character, and the concept of monitoring level are defined. A new mode of video detection united with microwave inspection technique is founded. The system realized detection and joint control both road video and traffic flow data, solved some problems on realtime detection and auto-response of traffic accident, It changed the great shortage of current monitor system.At last, Traffic Incident Automatic-Monitor System (TIMS) was successfully achieved based on the design and research, and obtained practical application. The experiments show that the development of TIMS is advanced. As an intelligent monitor structure, Its progress mainly perform in the following ways: monitoring whole roadway, detecting traffic incidents betimes, forecasting an alarm initiatively and confirming the alarm artificially, switching video automatically and responding promptly. The system runs stably, securely, reliably and possesses a great research value and use perspective.
