Big data medium, ranging from basic function ofcommunication to multimedia and entertainment, covering from youngsters to seniorcitizens, has exerted unconsciously a significant influence on people’s cognitiveperception, and has modified people’s behaviors when engaging into social activities.Due to the change of media transmission, net critical incidents are widely spreadand have gained the characters of mutuality, occasionality, uncontrollability, whichdirectly lead to time limitation when tackling with one. It is often the case that the burstof information from a civilian can bring about an cyclone on the internet which greatlychallenges the government’s capability of information early warning and leading thepublic voice to the positive direction. In other words, big data medium has created thenew format of government’s image restructure.Because of big data medium, countriesand regions are closely related instead of tribalization. At present, the importance ofGDP has weakened, but rather, the promotion of cultural soft power has become thefocus of governments and scholars. The paralleled development of soft and hard poweris the ideal pattern. Big data medium, macroscopically, exerts impact on socialregulation, institutional construction and government behavior. While on themicroscopic perspective, it influences information reception and transmission, media aswell as media environment.This paper aims to investigate what media carrier the critical incidents rely on andin which way the transmission is carried.
