The contemporary society has stepped into the era of big data medium. Along withthe improvement of life standard and the development of new internet technologies,various portable electronic equipment, laptop and smart phones have become anindispensable part of human’s life. Big data medium, ranging from basic function ofcommunication to multimedia and entertainment, covering from youngsters to seniorcitizens, has exerted unconsciously a significant influence on people’s cognitiveperception, and has modified people’s behaviors when engaging into social activities.Due to the change of media transmission, net critical incidents are widely spreadand have gained the characters of mutuality, occasionality, uncontrollability, whichdirectly lead to time limitation when tackling with one. It is often the case that the burstof information from a civilian can bring about an cyclone on the internet which greatlychallenges the government’s capability of information early warning and leading thepublic voice to the positive direction. In other words, big data medium has created thenew format of government’s image restructure.Because of big data medium, countriesand regions are closely related instead of tribalization. At present, the importance ofGDP has weakened, but rather, the promotion of cultural soft power has become thefocus of governments and scholars. The paralleled development of soft and hard poweris the ideal pattern. Big data medium, macroscopically, exerts impact on socialregulation, institutional construction and government behavior. While on themicroscopic perspective, it influences information reception and transmission, media aswell as media environment.This paper aims to investigate what media carrier the critical incidents rely on andin which way the transmission is carried. The paper also tries to figure out the challengethat the government faces when restructuring its image due to the shrink of the gapbetween the “stage” and the “back-stage” in the new era of big data medium. Accordingto William L. Benoit’s Image Recovery Theory as well as Political communicationtheory, bureaucratic discourse and civilian discourse will be analyzed about corruption,the internet of commission ministry of supervision and legitimate issues about rumorsspread through the internet. The paper will study the new adversity that the governmentis in and the strategy that government will take to rebuild its image under the influenceof big data medium.
