The government should build a three-in-one network model of governance, a comprehensive network management system and a sound e-government system, implement e-government performance evaluation, and adjust the structure of government itself to adapt to the development of cyber politics. The government should guide political and cultural development of cyber politics, and strengthen the control of cyber space from the institutional, technical and cultural level.
