Research On The Incentive Mechanism Of The Transformation Of Scientific And Technological Achievements Of The Universities And Colleges Of Guangxi Province

The current competition between countries are more and more performance for the science and technology.Science and technology are the driving force for the sustainable development of the local economy.It can make the combination of scientific and technological innovation and industrial development more closely,and provide strategic support for high-quality economic development.As the mainstay of the national innovation system,colleges and universities are the gathering place of talent resources and the forward position of technological innovation.It should provide power for economic structural adjustment and industrial transformation.However,at present,the low rate of technology transfer of Guangxi’s universities,and the scientific and technological innovation are not closely tie to industrial development has become a bottleneck problem of impulse developing of economy.This article analyzes the output and transformation of Guangxi universities,and questionnaire surveys,points out the current incentive mechanism in Guangxi universities has many problems such as inadequate incentive policies,low conversion benefits,laborious approval process for scientific and technological achievements,and talent cultivation mechanism.Analyze the reasons from the four aspects of scientific research objectives,evaluation system,benefit distribution and approval procedures,put forward proposals :consummate the incentive mechanism of government,university,company and the market.Provide countermeasures and proposals for the incentive mechanism of the transformation of scientific and technological achievements in Guangxi universities and colleges.
