The Policy Effectiveness And Countermeasures Of Free Birth Defect Intervention Project In Nansha District

Birth defects are related to the well-being of individuals and families, as well as the birth quality and health level of the society. It is an important public health problem and social problem. By means of scientific preconception and prenatal screening and diagnosis of defects of birth, can effective intervention and control birth defects population and therefore birth defects stem project as a public policy emerges as the times require. It is a free service provided by the government to ensure the implementation of the masses and to provide free services to the general public. From the standpoint of public administration, any public policy must consider the investment and return, after the implementation of public policy, the government needs to understand the effect of the implementation of the public policy. Therefore, it is obvious that the effect of birth defect intervention policy implementation is analyzed.This paper takes the Nansha District Guangzhou as the research object, based on the Dunn five latitude analysis model to carry on the empirical analysis to the Nansha District free birth defect intervention project implementation effect. Draws the research conclusion is: Nansha District free birth defect intervention policy decision timely, project objectives set reasonable, high economic effect, standardized management and clear process, policy service object overall recognition and higher satisfaction, main policy objective has yielded notable results; the study also found that, people with the intention of, information communication and feedback, disease and intervention costs, personnel and technology, social atmosphere factors of the project effectiveness have a significant effect. In view of these factors and existing problems, this paper thinks that should from the scope of services and intervention scope, benefit oriented mechanism, information feedback, project management methods and processes, such as propaganda and guidance, supervision and punishment mechanism etc. aspects to further improve the free birth defect intervention policy.
