In the past,the one-child policy has made an important contribution to the sustainable development of our country,but with the social development,the birth rate of our country continues to decline,bringing adverse social impact.Since 2013,two children have been gradually released.in 2015,the state has established the full release of two children.the implementation of this policy is conducive to the healthy development of the country.A series of support policies have been put in place by national and local governments to encourage fertility.But the latest figures show a slight decline in both birth and birth rates in 2017,with more than one child born for the first time.This phenomenon shows that China's age-appropriate couples fertility potential is huge,but also can be seen due to a variety of birth risks,reduce the age-appropriate couples fertility will,hinder the reproductive behavior of some couples of childbearing age,resulting in the opening of the two-child policy fertility rate did not meet the expected goals.Through the improvement,optimization and adjustment of the birth support policy,it will help to avoid the birth risk and improve the birth rate of our country.Therefore,it is of great significance to study the reproductive support policies needed at this stage.This paper begins with the possible risks in the process of birth,sorting out the existing literature and materials,collecting and understanding the relevant policies and theoretical research basis,learning from foreign advanced experience,at the same time,using the form of questionnaire in Wuhan city,Hubei province as an example,field survey of Wuhan residents currently facing the risk of birth,the implementation of the Wuhan birth support policy and the citizens'satisfaction and opinions on the current birth support policy.The results show that there is a certain risk in the process of childbearing in Wuhan,these risks inhibit the reproductive behavior of couples of childbearing age,although Wuhan has implemented some support policies to avoid the risk of fertility,improve the birth rate,but the effect of the policy is not significant.At the same time,the satisfaction rate of Wuhan citizens to the current fertility policy is low,and there is a lot of room to improve the fertility support policy.This paper further combines empirical analysis with theoretical research,in view of the current needs of Wuhan citizens and the specific situation of the implementation of the current birth support policy,from the birth insurance system construction and birth risk protection of the practical problems of two aspects,put forward some feasible adjustment suggestions,in order to improve the operational effectiveness of the implementation of the policy and public satisfaction with the policy.
