Children are the flowers and future of the country. It is the responsibility of the whole society to offer good environment for children’s living and education. Exceptional children with special needs are vulnerable members of our society, suitable treatments and education are the most important and necessary element for their success in accessing to normal life. And the complete exceptional children education legislation with suitable policy is always the focus of social attention all over the world. So the research of improving the education quality, public service and living situation for exceptional children has great realistic meaning, and it is also a clear reflection of the fairness and justice of the social public service.In recent years, education for exceptional children is getting more and stronger support by the government, Guangzhou city had done a good job in this area. However, compared with the developed countries, we still have a long way to go, there is huge imbalance between the supply and demand of exceptional children education. In this paper, the implementation of exceptional children education policy in Guangzhou city is taken as the research object. From the perspective of public management, this paper researches the policy implementation situation of exceptional children education in Guangzhou city. Firstly, it introduces the definition and related theory of exceptional children, exceptional children education and policy implementation. Then at the base of exploring the history and current situation of exceptional children education policy with its implementation in China and Guangzhou city, problems and difficulties are listed and studied. Finally, by analyzing the successful experience in the field of special education in developed countries, the author proposes suggestions for improving policy and regulation of exceptional children with better executive measures.
