Nowadays, the demographic dividend is gradually disappearing. There is a large demand of applied talents due to upgrade industries. And although China is striving to develop vocational education, the real conflicts that the modern system of vocational education has not been completed and resources of vocational education are dispersed still exist. Under the circumstance of industrial clustering in the undeveloped area in west region, the vocational education groups, which can be regarded as a breakthrough of school-running models of vocational education, is a solution to the shortage of applied talents and an important method to promote regional economic development. In China’s large mountain areas which are in exceptional poverty, due to the under-developed economy, the larger population of minority nationalities and the weaker talent flow, striving to develop vocational education groups to cultivate applied talents which cater to local industries and bringing school-running functions of vocational education groups into play are optimal choices of education and poverty-relief work.Recently, although the state and local governments have carried out many policies to support economic development in large mountain areas in exceptional poverty, the poverty-relief work is still in a serious situation. Besides science and technology, the economic development in mountain areas needs industries, vocational education and urbanization to coordinate together. This thesis took Tongren Vocational Education Group in Guizhou province as the object to study school-running functions of Tongren Vocational Education Group. As to the development of vocational education in China’s under-developed areas and the promotion of social and economic development in under-developed areas, this thesis can be used for reference and have application value.On the basis of the human capital theory, the industry and education theory, the theory of industrial cluster, the theory of industrial district, the theory of urbanization and other related theories, the author elaborated the deep connotation, the integration relation and the operating mechanism among industries, middle and small towns and vocational education. A perspective of Integration of Industries, urbanization and Education was established. And also, the author measured the degree of integration among vocational education in Tongren, local pillar industries and the development of urbanization through the quantitative study, the qualitative study and the empirical investigation. Meanwhile, the author delved into the current situation of implementation and the problems of vocational education groups’ functions in talent cultivation, scientific research and the service for industries and urbanization.It was found that a higher integration degree among vocational education in Tongren, local pillar industries and urbanization meant a higher support degree among the three factors and a higher effectiveness of educational poverty-relief work. Secondly, there were still many problems since the establishment of the Tongren Vocational Education Group although it had already made certain achievements. Starting from the basis of the problems, it could be analyzed from aspects including the institutional level, the construction of teaching staff, student groups, industrial structures and the development of urbanization.In order to complete the school-running functions of Tongren Vocational Education Group, the following aspects should be considered. Firstly, from the perspective of institutional level, the integration of school of vocational education group should be advanced to gain specific governmental allotted funds of vocational education groups. The three-grade management system directly under the jurisdiction of the provincial government should be established. Secondly, from the perspective of strengthening the construction of teaching staff, the pre-occupation and post-occupation teacher training system should be established to enhance teachers’ professional cognitive level in different ways. The cultivation intensity of double-position teachers should be strengthened. Thirdly, from the aspects of expanding student recruitment and enhancing students’ comprehensive quality, the registering enrollment system should be introduced. Plans of talent cultivation should be customized according to students’ aptitudes. And also, the overpass of applied talents’ cultivation should be built. Fourthly, from the perspective of promoting the integration of industries, urbanization and vocational education, the guidance and the support of the vocational group to the development of industries should be strengthened. Talents’ introduction and flow should be cultivated to promote middle and small cities and towns.
