The eighteenth national congress of the Communist Party of China clearly put forward the necessity to insist on a new path of urbanization with Chinese characteristics, to promote the benign interaction of industrialization and urbanization, the harmony between urbanization and agricultural modernization, and put forward the goal of "significantly improving the quality of urbanization by 2020". With the rapid development of new urbanization, the construction of new urbanization needs more new talents who are educated, skilled, savvy at management, and highly qualified. Millions of farmers are going to play a pivotal role in the construction of new towns. Therefore, it is very important to promote the research on rural secondary vocational education together with expediting orderly flow of rural labor, as well as the goal of sustainable development of regional economy. More efforts need to be devoted to developing rural secondary vocational education, building a rural secondary vocational education system that is compatible with the development of new urbanization, and training and reserving more talents for urbanization construction, so as to promote the development of both new urbanization and rural secondary vocational education.This paper adopted the research methods such as literature method, survey method, based on the theory of sustainable development, industrial cluster theory and related theory as theoretical basis of research, It conducted a comprehensive analysis of the opportunities and challenges faced by rural secondary vocational education in the context of urbanization, and analyzed and researched on the status quo and the major problems in the development of rural secondary vocational education. Solutions were raised from four aspects, which are the guidance of government policy, educational reforms initiated by related educational departments, the connotative construction of secondary vocational schools, and the skill trainings in the training institutions. The paper also analyzed systematically on the new ideas concerning the development of rural secondary vocational education in the context of new urbanization. Strengthening rural secondary vocational education in the context of new urbanization, is on the one hand conducive for speeding up the rural secondary vocational education reform and the sustainable development of vocational education, and on the other hand, helps to improve the overall quality of rural residents and their professional skills, as well as to better serve for regional economic development and urbanization construction through the training institutions of rural secondary vocational education. It eventually leads to the development of rural secondary vocational education with the characteristics of new urbanization in the context of new urbanization.
