With the development of information, how to promote teachers’ professional development by network training is a question which is worth discussing. However, some difficulties have already influenced the effect of network training. As the first step of network training, The demand analysis is of great significance for training effects, Thus this study discusses the specific demands of the primary and middle teachers in order to improve training effects.Taking the remote network training for primary and middle school teachers in Baqiao District of Xi’an in 2014 as an example and 472 participating teachers as the research object, this research holds the survey of demands from the three aspects of organization, task and personnel and analyzes the different needs of teachers in different backgrounds, this research is also based on the classical theory OTP model of training needs analysis by the questionnaire method and the interview method. The results of demand analysis are as follows: first, organization level: teachers are in favor of network management platform and instant messaging tools. While the personnel of district teachers in training institutions should be involved in the network training. Second, task level: Teaching design and courseware are the most needed for teachers. At the same time, teachers hope to combine the network training with follow-up tracking and combine the different ways of assessments. Third, teachers hope to set up a team of tutors which is made up of many sides to meet the need of teachers. Based on the above conclusions, the author offers some suggestions as follows: first, set up electronic record and strengthen the follow-up tracking of training. What’s more, the teachers in training institutions should not only participate in the counseling online training, but also organize discussions and guide work. Finally, treat differently between urban and rural teachers to meet their training demands and set up a team of tutors in order to give the necessary guidance to the training work.
