Quality is a standard of measuring the level of higher education. And management is a method of higher education to sustain a proper running and achieve established goals. Besides, quality management stands for people’s expectations of utilizing management method to promote and improve the development of education. However, The quality management of higher education and the quality management of business are complete different, by comparison, it can be found that the former one involves a higher-level of quality management requirement which aims to pursue the fundamental promotion and improvement of education quality. In today’s quality-oriented world, merging quality management with higher education in a perfect way and resulting in a ultimate mutual improvement will be a growing trend as well as a new claim for the higher education’s development. So develop the methods how to solve those problems based on people-oriented perspective is very essential. It is the basic objective to write this essay.The essay can be divided into six parts, and the last chapter of the opening introduction is the conclusion, the main body of the essay involves four parts. The fist part of the main body is as important as the foundation of the article, which provides a brief introduction on the people-oriented idea and the higher education quality management. The second part proposes that the people-oriented idea has a critical effect on the upgrade of the higher education management level, and explains it from two aspects: the first is the connotative development of the people-oriented idea in the higher education quality management, the other is the advantage and necessity of the people-oriented idea. The third part concludes the problems exist in current higher education quality management, and analyzes it from three stages, which included management subject, management method and management process, then gave a conclusion about the cause of all these existing problems above, which is the discordance of the government, the society and the universities, irresponsibility of their own duty fails to lead a win-win situation. The fourth part is to improve the existing problems under the guidance of the people-oriented idea. First of all, is to clear the management subject and to build up the people-oriented outlook. The government, the society and the universities should coordinate well in the tripartite relationship, where the government should streamline administration and return the universities their self-development power. Secondly, the universities should change the traditional ways,not to focus on the public opinion. Keep the rational ways to promote the work mode. Conforming with the international stage of the excellent experience. As this time, universities should optimize the environment out of the school, to build a positive space for the students. At last, starting with the process of the quality management, clearing the essential objectives. Formulating the scientific plan,not only complete the basic facility, but also promote the soft power. In order to control the whole management.
