| Since the enrollment expansion of colleges and universities in 1999, the speed and scale of China's higher education are developing rapidly. After a decade, the scale of China's higher education reaches to 29.07 million in 2008 and the gross enrollment rate also reaches to 23.3%, which means China has become a giant in the field of higher education and to the greatest extent satisfied the people's wishes to receive the higher education services. However, the quality of education still exists as a big problem. After a study on the current policies of China's higher education quality management published by the government, the author is going to point out China has established and implemented a series of policies to improve the educational quality as the rapidly developing scale of the higher education goes on. On the basis of the reasonable arrangement of enrollment plan, the Ministry of Education also requires the harmony of the conditions of running school, fund input and employment situation and takes some positive measures to guarantee the necessary qualities and scale of the schools to run the higher education institutions as well as strengthen the adjustment of the specialty structure. At the same time, higher education institutions greatly improve the teaching work, positively promote the teaching reform, pay attention to the students'innovating spirits, practical abilities and cultivating abilities. No.4 document in 2001 and No.1 document in 2005 published by the Ministry of Education are both concerned with the topic of educational quality. The implement of 985 Project and 211 Project greatly promote the construction of higher level universities and key disciplines. In 2003, the State Council approved and transferred to the Ministry of Education the"2003--2007Action Plan for Revitalizing Education", which points out to implement the Teaching Quality Evaluation of National Higher education institution with the five year period and set up the Evaluation Center in Ministry of Education in August,2004. The practices have proved that the teaching evaluation is the key to improve the quality of education and teaching work. In 2007 in order to implement the Scientific Development View and focus the high education on the improving the quality, the Ministry of Education and Ministry of Finance decided to implement the Project of Undergraduate Teaching Quality and Reform in Higher Education Institutions. All the policies play a positive role in improving the higher education quality, cultivate all-round developing talents, and deal with properly the relationship between the scale development and quality improvement. The author also points out that there are still some problems existing in the policies and their implementation, so it is important to systematically make a research into the China's higher education quality management on the background of enrollment expansion, to define achievement, find out disadvantages, propose experiences and solve problems, so as to provide advice for future educational policies'reform and development.This study is composed of three parts: 1.to theoretically card the series of policies concerning the higher education quality management proposed by our government since the enrollment expansion and find out the rule; 2. to analyze and discuss the real effectiveness and problems existing in the policies concerning the higher education quality management proposed by our government since the enrollment expansion and point out the future direction and key point of the policies reform on the basis of the achievements and disadvantages;3. to propose some pieces of advice to further guarantee and improve the higher education quality, which is to stick to classified guidance and layer management according to different types of universities so as to establish and perfect the sharing system of good-qualified education and teaching resources in higher education institutions. |
