The establishment of Nature Reserves has made a great contribution to the protection of natural resources in China, but with the development of the times, the protection mode of Nature Reserves gradually exposed the drawbacks, Such as the establishment of Nature Reserves deprived the right of the surrounding community residents to use natural resources, which makes the contradiction between people and land serious. In order to make up for the shortage of Nature Reserves, and to coordinate the contradiction between resource protection and economic development, Community-Conserved Areas(hereafter short as CCAs) has been propounded, because CCAs is initiated by people, so it is not only easy to reach agreement with the goal between the protection and the development of the local community, but also better to integrate people’s overall and partial interests, let them actively participate in conservation, to change the protection mode. In general, the establishment of CCAs, not only can reflect the ‘people-oriented’ management concept, but also conducive to explore the unique protection of the road based on the local conditions, so as to better implement the Scientific Outlook on Development, promote the construction of ecological civilization.Based on the above background, firstly, the paper emphasizes the importance of building CCAs in Guizhou through the discussion of the research meaning and purpose, and summarizes the domestic and foreign policy and development model of CCAs; Secondly, based on the theory of Common-Pool Resources(hereafter short as CPRs), this paper regards the CCAs as the CPRs, and uses the eight system design principles of sustainable self-organization and self-governance proposed by Elinor Ostrom as the framework,combining with the research data of Laozhai Liriodendron Community Conserved Area in Jianhe County,to analyze the CCAs of Guizhou. Thirdly, the paper analyzes the sustainable construction of CCAs by applying binary logistic regression model, and finds out the significant factors which are important for the sustainable construction of CCAs from villagers own factors and self-governance system factors through the analysis of villagers’ attitudes towards the future development of conservation. Then use the principal component analysis and IPA analysis to point out the principal problems which constraint the development of Laozhai village. Finally, based on the “2+6House” model, put the specific policies and suggestions for the win-win situation of sustainable livelihood of farmers and natural environment from three aspects including villagers, government and specialists.The research results suggest that the most significant factors influencing on the sustainable development of Laozhai Liriodendron Community Conserved Area include age, educational level, whether go out to work of villagers own factors; and the satisfaction of reserve resources usufruct, the satisfaction of the consistence between the protect object and the social economic development goals, the satisfaction of the support of human, technology, capital,communications and transportation, the satisfaction of villagers have the right to participate in the formulation and revision of the rules, the satisfaction of villagers are willing to participate in supervision, the satisfaction of through the discuss and reach sanctions consensus, the satisfaction of the informal forum. And the severely restricted factors of Laozhai village development include the remote location of the community, the low educational level of local villagers, less attention from government, lack of fund for survival.According to the research results, this paper offers the following proposals focused on policy making from the aspects of villagers, government and specialists. The specific proposals are as follows:1) villagers: improve the sense of ownership and enhance the emotional connection; give full play to the role of community elite; constantly improve the management of supervision and sanction.2) Government: improve villagers’ environmental awareness by strengthening the publicity and education; improve infrastructure construction; give the fullest play to the ‘catalysis’ role.3) Specialists: better tell them how to make a buck than just give them one; respect the local customs while providing suggestions.
