The African Union(AU) Of Higher Education Regional Cooperation And Enlightenment

Entering the 21 st century, the world economic integration has made a profound impact on the modernization development in Africa, Africa has more opportunities and a great platform to develop the regional economy, but Africa continue to be marginalized in the world’s leading science and technology and cultural fields. With this context, higher education has a national and an important force in promoting economic development and technological innovation, the internationalization and the regional development becomes the basic trend of the development of higher education in the world. Hence, in order to comply with the world economic integration and the internationalization of higher education, the AU proposes the strategies of higher education integration,hoping that through increased regional cooperation and exchanges in higher education in Africa, deepening the regional integration process of African higher education and promoting economic development in Africa to achieve African Renaissance.This paper is based on neo-functionaiism, and economic growth pole theory, and intergovernmentalism, and agglomeration-spillover theory, and synthetically applies literature research method, and case research method, and history research method,and compared research method and so on; it deeply analyses the background of African regional cooperation in higher education, and discusses the content of African regional cooperation in higher education. By analysing the status of African regional cooperation in higher education, this paper summaries the enlightment of African regional cooperation in higher education on China,hoping to provide a useful reference for the development of China’s regional cooperation in higher education.The entire article consists of six parts. The first part mainly introduces the origin of paper topics, literature review,definitions of core concepts, the significance of research, research ideas and methods; the second part introduces the background of the AU regional cooperation in higher education; the promotion of Africanintegration process, and culture identity giving birth to the identity of African revival,and the development of new information and communications technology, and international regional cooperation in higher education provides realistic foundation for the African union regional cooperation in higher education; The third part discusses the theoretical foundation of the AU regional cooperation in higher education, neo-functionaiism, and economic growth pole theory, and intergovernmentalism, and agglomeration-spillover theory provides the theoretical foundation for the development of African regional economic and the AU regional cooperation in higher education; the forth part generalize the content of the AU regional cooperation in higher education by discussing the policy file, the target and principles, the focus field of the AU regional cooperation in higher education;The fifth part describes the operation of the AU regional cooperation in higher education Respectively from the AU level, the subregional level and national level and analyses its characteristics and existing problems during its operation;the sixth part, based on the analysis of the AU regional cooperation in higher education, offers proposals for China’s regional development in higher education from the conceptual level and system level, practical level, to promote the development of China’s higher education.
